IE 7 y deseperado

Tenía instalado IE7 en castellano, en Windows XP sp 2, la cosa fue que me
bajé de microsof la versión inglesa de IE7, a partir de aquí todo empezó a
funcionar fatal.

La instalación del programa no finalizó, y para colmo se falló la conexión a
Internet a través de cable de bada ancha o DSL (LAN).
Cuando ejecuto el diagnostico de conexión me dice que "resetee el modem" y
conecte de nuevo.
Siguiendo los pasos me dice que el diagnostico "msconfig.exe" ha finalizado
de manera inusual.
Así la cosas desistalé Internet explorer, y Windows retornó a IE 6, pero la
conexión con internet seguía sin funcionar.
Se me ocurrió cambiar a USB para acededer al asistente y ver si me podía
conectar.
La conexión ha sido posible a través de USB e IE 6, pero funciona mucho peor
y todo está desconfigurado.
El error que me da al intentar reinstalar IE 7 es:
