PLEASE HELP with a problem, I'm getting this error "Creative Playback: Library not registered" PLEASE see inside

I also think that it's effecting my downloads. Half of the things that I am downloading are not working correctly, this may be a poster' error, but I am unsure. Also when I try to close this error it does close, however it then opens a "Windows Media" box in the middle of my screen that I can not move and a I'm not sure what the word is called, a button on the bottom of my screen where open applications normally go it will not move or go away. Recently before I did that I used Norton to remove files from the internet cache and clean up my computer. I also went in to msconfig and turned some things off, when I got this error I went back and turned everything back on. Didn't help.
