Problemas creando Setup

Ayuda Hacer una pregunta
Hola estoy tratando de crear un setup y si el usuario no
tienen el framework se lo instale automaticamente.
Anadi el framework a application Folder y cuando lo
corro pra que se cree me sale este error.

C:\Documents and Settings\Administrator\My
Documents\Visual Studio
Projects\PruebasetIntalador\PruebasetIntalador.vdproj
dotNETFXRedist_x86_enu.msm must not be used to
redistribute the .NET Framework. Please exclude this
merge module.
