Proxy + Windows Application + WebService

Ayuda Hacer una pregunta
Hola, estoy estudiando una aplicación windows que utiliza
un webservices de http://terraserver-
usa.com/TerraService.asmx pero me da el siguiente error y
no se como solucionarlo:

An unhandled exception of type 'System.Net.WebException'
occurred in system.web.services.dll

Additional information: The request failed with HTTP
status 407: Proxy Authentication Required ( The ISA Server
requires authorization to fulfill the request. Access to
the Web Proxy service is denied. ).

En tu ISA server tienes que darle permiso
a la url http://terraserver-usa.com/TerraService.asmx
