como puedo hacer para tener un DHCP principal y uno secundario en windows
2000 server y que los cambios que se realicen en uno se sincronicen al otro?

No puedes, si quieres tener un DHCP en alta diponibilidad lo debes tener en
Cluster

hola
la alternativa mas facil es tener un arreglo de DHCP de 80/20 es decir 80%
del rango en un sistema y 20% en el otro, por protocolo los DHCP no se
hablan entre ellos pero con esta alternativa y sin licencias adicionales se
puede tener un sistema con una buena disponibilidad
