Si revisas en el visor de eventos no encuentras el motivo de tal cambio?
Por casualidad no tienes alguna GPO que pueda estar realizando este cambio
solo?

A simple vista parece que es una GPO.
Revisa las políticas aplicadas en el equipo a ver si no tienen especificado
el status y start type del servicio RRAS.

Dentro de las GPO en
Computer->WindowsSettings->SecuritySettings->SystemServices.
Te recomiendo utilizar la GPMC o la mmc con la consola Resultant Set of
Policy para ver si realmente una política esta cambiando este servicio y
cual es, en caso que así sea.
