Workflow para SQL Server

Hola:
He instalado el Ms Office Developer 2000 con la opción de Workflow
Designer
para SQL Server (Access Workflow Designer). Luego ejecuto por primera vez
el
aplicativo y llama al wizard para registro de la base de datos, donde me
aparece el siguiente error:

Cannot create Web: <name>. Verify that the server connection is working
properly and that you have appropriate permissions to create a new Web
on
your server.

Espero me puedan ayudar.

Tienes instalado el Internet Information Server en la máquina?
Es mandatorio.
