Menu contextual de imagenes

La manera recomendada de impedir el cambio del fondo de pantalla es "forzar"
uno mediante directivas. Echa un vistazo a este artículo de la web de
soporte de Microsoft:

Puede cambiar la configuración del papel tapiz del escritorio después de que
el administrador seleccione "Impedir cambios en el papel tapiz" en Directiva
de grupo
