perdona que no the haya contestado antes, creo que el problema puede ser
que tienes una version beta instalada del 7.0 con lo que si que tienes que
desinstalarla para instalar 2003. En esta pagina web te dicen como
desinstalar las vesiones anteriores, mira en el punto 3.1.

Estas son algunas de las instrucciones que te dan en esa pagina dependiendo
de la version que tengas instalada de VS 2002

Visual Studio .NET 2002 Beta 2 or later
If listed, select Visual Studio .NET and choose Change/Remove. Click Visual
Studio .NET. If not listed, go to step 3.
Click Uninstall Visual Studio .NET. When complete, return to the Add or
Remove Programs dialog box.
Select Microsoft .NET Framework and choose Change/Remove. Click Yes to
proceed.
Return to your desktop, right-click My Computer and click Manage.
Expand Services and Applications and open Services.
Right-click .NET Framework Support Service, and then click Properties. If
unlisted, restart your computer.
On the General tab, in the Startup type list, click Disabled.
Restart your computer.

Visual Studio .NET Beta 1
Select Visual Studio .NET 7.0 Enterprise and click Change/Remove.
Click Visual Studio .NET.
Click Uninstall Visual Studio .NET 7.0 Enterprise. When complete, return to
the Add or Remove Programs dialog box.
Select Microsoft .NET Framework and choose Change/Remove. Click Yes to
proceed.

To uninstall Visual Studio 7.0 PDC Technology Preview
From the Start menu, click Run.
In the Open dialog box, type the following: msiexec.exe /x
{33334F07-0C6B-11D3-A51D-00A0C9231BA1} NOVSUI=1
Select Yes to remove Visual Studio .NET PDC Technology Preview.
In the Open dialog box, type the following: msiexec.exe /x
{62EDCF3C-69F4-11D3-A521-00A0C9231BA1}
Select Yes to remove the Prerelease Bootstrap for Visual Studio .NET PDC
Technology Preview.
From the Start menu, point to Settings, and then click Control Panel.
Double-click Add or Remove Programs, and then click Change or Remove
Programs.
Select Microsoft NGWS SDK, click Change/Remove, and click Yes to proceed.
Delete all files from \Documents and Settings\All Users\Application
Data\Microsoft Help. This step ensures the removal of PDC release
documentation.
