tonces
se supone que ya tienes instalado el IIS
asi que abrelo, le dices que te cree un nuevo sitio web
le pones el encabezado el cual debera esta en la forma www.dominio.com y le dices qu trabaje en el peurto 80 y la ip que tengas registrada para internet

depsues de eso entras al DNS y creas un registro nuevo denominado www (asi tal cual sin nombre ni nada) y le pones la ip fija que tienes

levantas el IIS (lo pones a funcionar) y deberas de poder vrelo a traves del inet explorer
