Fondo por default

Como le hago o que políticas habilito para que mi equipo tenga siempre
el mismo tema y fondo.
*He quitado el elemento pantalla en panel de control
*He habilitado impedir cambios en papel tapiz
Pero si me coloco en una imagen y opción colocar como papel tapiz, esta
imagen se establece, como impido esto.
