Ve a inicio, ejecutar y escribes: regsvr32 regwizc.dll pulsas enter
luego esto otro: regsvr32 licdll.dll y enter ... reinicia la Pc.

Que te dice exactamente al inicio? si ya esta activado, no puede decirte que
lo actives, perdona la pregunta, sin acritud, ese Windows es legal? tienes
ese sistema en mas de un PC?

Entonces ese Windows es OEM o FPP y ya ha sido instalado en otro(s)
equipos anteriormente. Mejor instala uno nuevo o un Windows 2000.
