Formatting Fat 32 please read and help if you can

My brother ask this question of me i have been useing NTFS for years
and i don't know the anwser can some one help with it.

I am thinking about modifying my Archos player to raise it from 20 GB
capacity to 80 GB with a new disk drive. I found instructions on the
Rockbox web site. The drive must be formatted as FAT32. I have heard
that Win XP will not allow you to format a single partition bigger
than 32 GB. I have also heard that a Win 98/ME or DOS (ugh!) machine
can format larger but I do not know how much larger. Do you know the
best way to format the single 80 GB disk as a single FAT32 partition?

"You cannot format a volume larger than 32 gigabytes (GB) in size using the FAT32 file system during the Windows XP installation process. Windows XP can mount and support FAT32 volumes larger than 32 GB (subject to the other limits), but you cannot create a FAT32 volume larger than 32 GB by using the Format tool during Setup. If you need to format a volume that is larger than 32 GB, use the NTFS file system to format it. Another option is to start from a Microsoft Windows 98 or Microsoft Windows Millennium Edition (Me) Startup disk and use the Format tool included on the disk."
